One of the key aspects
of the IWMS Contract is the emphasis placed on recycling. The Government's
Waste Strategy 2000 and Best Value performance indicators have set all
local authorities challenging targets to meet over the next decade and
beyond. Up until now, the recycling rate across the ELWA area has been
relatively low despite the four Councils implementing their own recycling
schemes.
However, this is all
about to change. The IWMS Contract brings together a number of the recycling
initiatives that are already in place which, together with the new arrangements
that Shanks are to introduce, will mean that ELWA and the four Councils
will be in a position to meet, and even exceed, the national targets.

more information on the recycling/composting and recovery targets.
The measures that will help to improve recycling across the ELWA area
will include:
- Significant improvements
at all civic amenity sites, which will also be renamed Reuse and Recycling
Centres
- The provision of
'bring banks' at local, accessible sites, where all residents can take
material such as glass, paper and cans
- The expansion of
kerbside recycling schemes throughout the four boroughs
- Education and community
awareness campaigns
Facts
about Rubbish
Did you know that........
- In
the UK we produce more than 430 million tonnes of rubbish each year
- The
majority of the rubbish is created by industrial processes and business
but over 25 million tonnes comes from our homes
- If
we don't do anything about the amount of rubbish we produce and dispose
of, by 2020 the amount of rubbish in the UK will have doubled from current
levels
-
Approximately 150 million plastic carrier bags get used in the UK each
week
-
Around 1 million tonnes of junk mail and magazines get binned each year
-
Over 60% of the contents in the average dustbin can be recycled
-
Paper makes up around 33% of the weight of the contents of a typical
dustbin and glass and plastics make up around another 20%
- By
recycling 1 tonne of paper you save 17 trees, 6953 gallons of water
and 463 gallons of oil
-
Glass is 100% recyclable without any loss in quality, no matter how
many times it is recycled
- Glass
can be crushed down and used for road building
- One
bottle bank can hold up to 3,000 bottles
- Between
8 and 9 million disposable nappies are thrown away each day in the UK
and it takes around 500 years for each one to decompose if it is buried
in the ground
Reuse and Recycling Centres
Each of ELWA's four constituent Councils provide a Reuse and Recycling
Centre. These sites are available for local people to dispose of or, preferably,
recycle their own waste. Since the commencement of the IWMS Contract,
Shanks.east london has taken over the management and operation responsibility
for these sites, although they continue to be owned by the respective
Councils.
During 2003, Shanks
will be implementing a wide range of improvements to the four sites. These
improvements will include better site layout, improved access, increased
staffing and extensive recycling facilities. The new recycling facilities
will enable residents to bring the following materials to any one of the
Centres for recycling:
Paper & cardboard
Rubble
Timber
Glass
Plastics
Scrap metal
Textiles
Batteries
Oil
Domestic Fridges / white goods
The sites will also continue to receive general waste.

Lane sites. A charge is made for all trade waste deposited.
There are also 'bring banks' throughout the four boroughs where residents
can deposit materials such as paper, glass and cans. These bring banks
are provided by Shanks in conjunction with the local Councils and are
situated throughout the ELWA area at easily accessible sites.
